The Overcity is the planned society that the Enclave was supposed to be. Its citizens are planners, managers, developers, marketers, security consultants. Labour is automated — or was intended to be, until manual Undercity labour turned out to be even cheaper than renting time on a fabber.
The citizens of the Overcity are kept in comfort and security, and constantly bombarded with advertising for things that they could afford if only they put in a few more hours at work.
Although the corps aren’t elected, their image is everything. The inhabitants of the Overcity vote with their wallet, and the one thing the corps have not been able to control is the ebb and flow of popular opinion. The corps must follow a careful tap-dance to keep their customers happy, paying at least lip-service to the Overcity’s shifting whims.
